Health Care and Medicaid
Kentucky has one of the nation's highest rates of Medicaid enrollment and relies heavily on federal health-care funding. Rural hospitals, nursing facilities, and community health providers face financial pressure from The Big Beautiful Bill.
Housing Affordability
Many communities face housing shortages, rising rents, and increasing home prices. Local governments are considering zoning reforms, incentives for affordable housing, and measures to prevent displacement.
Energy and Infrastructure
Kentucky is managing increased electricity demand from industrial development and data centers while maintaining affordable and reliable energy service. Energy costs and reliability influence economic development decisions. At the same time, aging roads, bridges, water systems, and broadband infrastructure require continued investment.
Workforce and Economic Development
Kentucky continues to experience workforce shortages in health care, skilled trades, manufacturing, education, and other sectors.
Early Childhood Education
Families face rising early childhood education costs, while providers struggle with staffing shortages and financial sustainability. Lack of affordable early childhood education prevents many parents from entering or remaining in the workforce and can affect early childhood development outcomes. The caucus supports the Governor's Pre-K for All agenda, which would expand access to voluntary, high-quality preschool for every Kentucky family, easing costs for parents and strengthening early learning.

Funding Our Incumbents
The caucus supports sitting Democratic senators with the resources they need to serve their districts and win reelection. Protecting the seats we hold is the foundation of everything we do.
Funding Democratic Challengers
The caucus invests in Democratic challengers running in competitive seats, assisting candidates with fundraising. This support is critical: when the caucus helps carry the fundraising load, challengers can spend more time talking to voters and less time on the phone asking for money.
Recruiting Candidates
The caucus works to identify and recruit strong Democratic candidates across Kentucky, so that voters in every district have a real choice on the ballot.
Our Track Record
This work wins races. In the December 2025 special election for Senate District 37, the caucus invested early in Gary Clemons. In a district the top of the ticket carried by just 6 points in 2024, Gary won by more than 47. And in 2020, the caucus helped Dr. Karen Berg flip Senate District 26, winning a seat Republicans had held for 25 years.
